Noël approche et l’année 2016 se profile à l’horizon. C’est donc le moment pour passer en revue les activités de notre Association en 2015 et plus particulièrement celles depuis ma dernière lettre. Il faut malheureusement constater que l’Europe est bouleversée, nos droits de l’homme fondamentaux et nos valeurs démocratiques étant mis en cause par les deux fléaux que je développe ci-dessous. Face à ces défis, nous devons exprimer à la fois notre inquiétude et notre engagement.
Tout d’abord nous sommes confrontés à l’immense exode de réfugiés vers l’Europe, avec des centaines de milliers demandeurs d’asile fuyant leurs pays natals en mettant sur l’Europe une grande pression pour leur offrir un abri, le droit de la liberté de voyager et la possibilité de s’installer.
A Vienne nous nous sommes manifestés fortement vis-à-vis de nos politiciens actifs avec une résolution adoptée à l’unanimité en leur demandant d’une part, de faire le nécessaire pour que la paix règne dans les pays saccagés par la guerre et d’autre part, de résoudre ce drame humanitaire en offrant aux réfugiés des conditions dignes d’immigration combinées à des programmes d’intégration et d’éducation adéquats. Je félicite la délégation autrichienne qui est à l’ initiative de ce document et a préparé ce projet avec l’aide de nos délégués britanniques.
Le second point, c’est que nous sommes confrontés en même temps au terrorisme international tuant arbitrairement des personnes innocentes. Au nom de notre association j’ai envoyé une lettre de condoléances à nos amis français et j’ai constaté avec satisfaction que je n’étais pas le seul à exprimer notre solidarité.

Tout en étant préoccupés par le passé, nous devons également regarder vers l’avenir. Dans une lettre formelle, envoyée il y a quelques semaines, je lançais un appel aux candidats pour succéder à la présidence de notre association.
Les deux ans de mandat de votre président viennent en effet à échéance et j’espère que pendant cette période notre association sera devenue plus active, aura amélioré sa communication notamment par cette lettre, aura eu des discussions en profondeur mais avant tout qu’elle aura resserré nos liens d’amitié. Nos réunions ont été enrichies par des activités socio-culturelles parfois dans des endroits uniques.
Je suis heureux de voir que nos réunions « Bureau uniquement» ont évolué vers des séminaires avec des orateurs de grande qualité. De tels événements ne sont possibles qu’avec la contribution désintéressée des organisateurs et associations, appuyés par leurs secrétariats. Je veux les remercier chaleureusement. Mes remerciements vont également à notre secrétariat à Bruxelles ; ils se débattent avec un grand volume d’informations sur la pension parlementaire ou essaient de réécrire nos statuts et règlement d’ordre intérieur.
Mais ceci n’est pas une lettre d’adieu. C’est plutôt un rappel au travail, tant au niveau de notre association qu’au niveau national. Puis-je vous demander de nous faire parvenir le rapport d’activités de votre association ? Il y a également le concours de photo « Prix Vedevato ». Vous, ainsi que les personnes accompagnantes, peuvent y participer en envoyant avant ce 31 décembre à notre secrétariat (Krist au kd@senate.be ) maximum 3 photos (max. 3Mb chacune) avec objet le travail du (de l’ancien) parlementaire, notre ou votre association et les valeurs démocratiques.
Un autre grand défi est notre site internet ! Notre secrétariat a été le 4 décembre dernier à Paris pour suivre un cours donné par M. Fourré. Ce site sera opérationnel à notre Assemblée générale.
D’une part, notre association s’agrandit (nous avons accueilli cette année le Royaume-Uni et la Lituanie comme membre à part entière), mais d’autre part il faut constater que, pour différentes raisons, la participation de certaines associations nationales est plutôt faible. En manquant nos réunions, les contacts peuvent également s’affaiblir. Notre amitié est le point fort par excellence pendant nos activités sociales.
Des contacts sont établis avec des associations scandinaves et nous avons reçu une réaction de l’Ukraine, dont nous étions sans nouvelles depuis un certain temps. J’espère pouvoir communiquer une mise à jour à ce sujet en février.
Je me réjouis de vous rencontrer l’année prochaine. Nous commençons par une réunion du Bureau et de l’Assemblée générale à Paris le 26 février, suivies par un séminaire à Stockholm mi-juin (Nuit de la Saint-Jean) où nous comptons sur la participation des associations scandinaves. Pendant l’automne 2016 nous tiendrons notre colloque à Lyon.
Voilà que 2016 s’annonce avec ses défis et ses réunions, fructueuses je l’espère. Mais avant tout, je vous souhaite une bonne santé, prospérité et confiance en l’ avenir. Je me souviens du mot « PAX » à la porte d’entrée du monastère de Göttweig en Autriche lors de notre excursion à l’occasion de notre réunion à Vienne. Cette paix doit régner autour de nous, qui que nous soyons, d’où que nous venions. La paix, c’est le ciment de notre démocratie !

Dear Friends,
As it’s Christmas time and 2016 appears at the horizon we always look back to what we did over the year, especially since my last letter this Summer. Unfortunately, if there is one thing we have to mention, it is that Europe is in a big turmoil where fundamental human rights and democratic values are put at stake by two things that I develop further below. Nevertheless we must show our concern and commitment.
First, we are facing an immense exodus of refugees towards Europe, with asylum seekers fleeing their home countries by the hundreds of thousand causing in Europe a big pressure to offer them a safe shelter, the right of freedom to travel and to settle.
In Vienna we made a firm statement towards active politicians by urging them in our unanimously adopted resolution, to do at one hand everything possible to prevail peace in the war devastated countries, and on the other hand to solve this humanitarian drama by offering the refugees dignified conditions of migration combined with an adequate integration and education program. I do sincerely congratulate the Austrian delegation for this initiative and for the help from our British delegates in preparing the draft.
Secondly, at the same time we have to deal with international terrorism with random killing of innocent people. On behalf of our association, I sent a letter of condolences to our French friends and I have noticed with satisfaction that I was not the only one to express our solidarity.

But as we are concerned with the recent past, we should also have to look ahead. In a formal letter that was sent a few weeks ago, a call was made for candidates to take over the presidency of this association.
True, the two years of being your president are nearly over and I hope that over this period our association got more active with a better communication like this letter, had deeper discussions and above all a stronger friendship. This was spiced by rich social and cultural activities in sometimes unique places.
I’m happy to see that our “Board only” meetings evolve to seminars with top keynote speakers. Such events can only be realized by the unselfish input of the organizing associations backed by their secretariats. I want to warmly thank them for helping us. But also our secretariat in Brussels who is struggling with lots of information on parliamentary pension or is trying to rewrite our statutes or rules of procedure.
But this is not a farewell letter. It’s rather a reminder of the work within our association but also on the national level. May I kindly recall you to send us the activity report of your association. Another topic to remind you is the “Vedevato Photo Contest”. You or the accompanying persons, can participate by sending before 31st December to our secretariat (Krist on kd@senate.be ) maximum 3 pictures (max. 3Mb each) dealing with the work of (former) parliamentarians, our or your association, and the democratic values.
Speaking of another big challenge : our website ! Our staff went on 4 December to Paris to get trained as a webmaster by Mr Fourré. The site should be accessible at our General Assembly.
As our association expands (we welcomed this year the United Kingdom and Lithuania as a full member) on one side, it is on the other side rather a bit disappointing to see that the participation of some national associations, for a wide range of reasons, is on a silent level. Aside missing meetings, contacts faint. Our friendship is the key stone excelling during our social activities.
Furthermore contacts are being made with Scandinavian associations and we got also a reaction from the Ukraine, after a long period of silence of this association. I hope to give you next February an update on this promising issue.
I’m looking forward to meeting you again next year. We kick off with a Bureau meeting and the General Assembly in Paris on 26th February followed by a seminar in Stockholm mid-June (Midsummer) where we are expecting the attendance of other Scandinavian associations. Later in the 2016 Fall we have our colloquy in Lyon.
So 2016 will come with a basket of old and new challenging issues and most fruitful meetings. But above all, I do wish to you all, good health, prosperity and faith in the future. And as I recall on the entrance gate of the Göttweig monastery in Austria during our excursion the word “PAX”, this should prevail among us no matter what we are, and where we come from. Peace is the cement of our democracy !
